Why do community fees for properties in Spain vary?
A community of owners must meet once a year to agree the budget for the next year. The total expenditure for the following year will then be agreed and shared out between the individual owners in accordance with their quota of the total costs.
This budget will cover:

1. The costs of maintaining and repairing the common areas
This includes the amenities such as communal swimming pools, tennis courts etc. as well as the shared terraces, gardens, car parking areas and the infrastructure including any internal roads. Besides keeping these areas clean and fit for purpose there will be regular repairs required and for apartments the additional work of maintaining the exterior shell of the building such as waterproofing the roof and painting.

2. The costs of the services provided by the community
These services vary tremendously by community but may include security services, heated swimming pools, running an on-site management office, removal of garden rubbish etc.

3. The costs of upgrading the common areas
Some of these upgrades will be mandatory to meet new local and national regulations eg creating fire breaks around the perimeter of the community, fencing off pool areas, providing disabled access to facilities.
Also communities can choose to extend the communal facilities such as building a children’s play area or installing satellite television.

4. The administration costs of organising the work above as well as keeping the accounts and collecting the fees.

Hence the fees should be higher for communities with more facilities and lower where the costs are shared between a greater number of properties.
